About 1 in 5 Americans have some kind of disability, with 1 in 10 having a severe disability (US Census Brief: Issued December 1997).With the population as a whole that continues to age, and the likelihood of a disability increasing with age (half of seniors 65 years old and older have a
disability), the numbers of Americans with disability will only increase.

According to the US Census Bureau's definition: " A person is considered to have a disability if he or she has difficulty performing certain functions (seeing, hearing, talking, walking, climbing stairs and lifting and carrying), or has difficulty performing activities of daily living, or has difficulty with certain social roles (doing school work for children, working at a job and around the house for adults). A person who is unable to perform one or more activities, or who uses an assistive device to get around, or who needs assistance from another person to perform basic activities is considered to have a severe disability."

The US Census Bureau in it's December 1997 U.S. Census brief confirmed that one in five Americans have some kind of legal disability. (Source: December 1997 US Census Brief, “Disabilities Affect One-Fifth of all Americans,” available at http://www.census.gov/prod/3/97pubs/cenbr975.pdf ). It is likely that people impacted by these disabilities may require assistive technologies to access Web-based information.

Since popular browsers (like Microsoft® Internet Explorer™ or Netscape® Navigator™) do not accommodate the needs of all people, some people will inevitably be required to integrate assistive technologies in conjunction with their Web browser in order to access Web-based information.

An earlier census written by John McNeil, identified about 49 million Americans to have a disability. This data was based upon information collected from the Survey of Income and Program Participation (SIPP) during the Oct., Nov., and Dec., of 1991 and Jan., of 1992. Basically, the number of persons with a functional limitation or a having a difficulty in a social role was calculated at 48.9 million. The number with a severe disability (unable to perform one or more activities or roles) was 24.1 million. These estimates did not include persons living in institutions.
