when "Accessibility Law" took effect
Section 508 ( http://www.section508.gov/ ) requires that federally maintained web sites and intranets be in compliance with the standards after June 25, 2001.
It is recommended that you contact the Access Board or visit ( http://www.access-board.gov ) in order to clarify as to whether or not your organization is required by law to comply with current accessibility standards ( http://www.access-board.gov/sec508/508standards.htm )
Differences between Section 508 and W3C
The Section 508 Standards, ( http://www.usdoj.gov/crt/508/508law.html ) which were introduced as a rule for federal web site development, are an extension and/or modification of the W3C standards. The overall differences between the W3C standards (http://www.w3.org/WAI/) and the 508 Standards (http://www.ocio.usda.gov/irm/508/sec508.html) is quite minimal.

Recommendation
Currently, a site with the goal of being accessible can follow either the W3C "Priority 1" Standards or Section 508 Standards.
We highly recommend that when you are considering "Accessibility" you pay close attention to "Usability" as well.
